In 1903 he was granted a permit to Ballarat Imperials.

"W. (Baden) Powell who played for Carlton some years ago, has been laid aside by a very serious illness in Ballarat. Locally a match was played for his benefit. The Carlton clubmen feel extremely sorry for thier old and brilliant centre-man, and the ladies and players of the Dark Blues will take up a subscription on his behalf at tomorrow's match. The committee has donated 3 pounds 3 shillings towards the amount being raised by the Ballarat Imperial Club." (Herald July 01 1904 p2)

The death of Mr. W. Powell, an old time Imperial footballer, took place yesterday. The deceased was well known in sporting circles, and was formerly a prominent member of that club. He had been ill for a long time, and his death was not unexpected.
