The previous two images we had were actually Herbert's brother Bertie (Bertram Benjamin Loel) who also played with Fitzroy.
Loel was named in 12 Carlton team squads in 1895. Not all players are mentioned in the match reports and quite a few Carlton teams in 1895 have yet to be found.

Herbert Loel and Cox scored one goal each of Carlton's two goals in the match against Melbourne also at the University Ground.
1895 Loel topped the Blues' goal kicking with a paltry 7 goals.
"Herb played the 1895 season with Carlton, but did not arrive at West Perth until 1898.
It turns out he came west, like so many others, looking for work.
I have found that he spent 1897 working at the Light of Asia mine at Cue, on the Murchison Goldfields. While there, he played in some semi-organised football games and won a long-kicking contest. The previous year, he was also at Cue. He played cricket and won some bicycle races there in 1896, but I can't find any evidence of football being played.
The various goldfields of Western Australia were full of Victorians (and people from across Australia) in that era, due to a depression on the east coast. Gold having been discovered here in the 1880s meant WA was booming and there was money to be made. It is often said that the Goldfields Football Association (based in Kalgoorlie-Boulder) was the equal of the VFL in those years, with dozens of VFL players playing there."
