Richard Kelly was a taken at pick 60 in the 1999 National Draft, the club's 1st pick of that draft (the Blues had traded away their first three picks for O'Reily and Mansfield). Kelly was recruited from the Perth FC that was affiliated with the WAFL. His junior club was Maddington JFC. Kelly would play a single season with the Blues in 2000 before heading back west to WAFL club Perth.

Kelly played with Perth in 1999, and from 2001 to 2006 in which he notched up 93 games and kicked 35 goals. He transferred to West Perth for the 2007 and 2008 seasons. It was here that he notched up his 100th game against his former club Perth. He would add 17 games for 6 goals to his career. In total, he would play 110 games and kick 41 goals in the WAFL.

He did not manage a senior game for Carlton.
