Archer was born in Victoria and recruited from Western Australian club Rovers and played 4 games for Carlton in the 1899 season.
02 May 1900, J. Archer was granted a permit to play with VFA club Essendon Town.

"While the Rovers have lost some good men they have secured a splendid recruit in Joe Archer, one of Melbourne's cleverest juniors, who has been playing with Subiaco during the present season.
Belonging to the light-weight division much of the Barney Grecian stamp of footballer, I will be much suprised if the ex- Essendon district boy does not develop into one our top notchers before the season is over."

In a season review of the Rovers club, Clare's Weekly said;
"Amongst the juniors tried Joe Archer gave a great display or two on the wing and then was off to the fields." (Blueseum presumes Kalgoorlie goldfields)

Joe also played cricket in Western Australia. In Melbourne there is mention in The Age November 01 (p6) 1899;
Aikman Matting Competition, North Park v Moonee Ponds at Moonee Ponds.
For the winners North Park, Joe Archer 54 runs and took 7/22
